Business System Analyst

• REQUIRED SKILLS: (Need All)
• 10-12 years of proven experience as a Business Analyst or Product Owner in enterprise Java/React application environments.
• 8+ years of experience with the software development lifecycle (SDLC), APIs, microservices, and modern UI/UX principles.
• 8+ years of experience with Jira and/or Confluence.
• Strong Agile delivery experience using Scrum and/or Kanban, including backlog ownership, user stories, acceptance criteria, requirements workshops, and work breakdown structures.
• Experience translating business requirements into Java back-end and React front-end mappings, UAT criteria, test plans, and validated system fixes.
• Strong stakeholder facilitation, analytical/problem-solving, and written/verbal communication skills; able to work directly with nontechnical users and technical teams while operating as a self-starter with urgency.
• NICE TO HAVE SKILLS:
• Business Analyst or other relevant professional certifications (attach applicable certifications with the submission).
• ADA compliance experience, particularly within UAT and QA processes.
• Familiarity with PrimeReact and Kubernetes-based application environments.
• INTERVIEW PROCESS:
• First-round interviews are generally conducted by Microsoft Teams.
• DOC may request an in-person second interview, and a third round may be added depending on the candidate pool.

DESCRIPTION OF ROLE:

• The Wisconsin Department of Corrections is seeking a versatile, experienced Business Analyst / Product Owner with a strong background in enterprise Java/React application development. The role will support application-development projects using Java and PrimeReact on a Kubernetes platform and will serve as the critical link between business stakeholders and the technical engineering team, ensuring requirements are translated into scalable, modern web applications.
• Key Responsibilities
• Requirements & Analysis: Facilitate requirements-gathering workshops, interviews, and storyboarding sessions to identify business objectives, functionality gaps, and business processes. Perform system analysis to identify integrations and assess impacts across existing processes, functions, and teams. Assist the Project Manager with work breakdown structures, Jira task management, and meeting notes.
• Stakeholder Management: Serve as the primary communication channel among operational teams, subject matter experts, and development teams.
• Testing & Quality Assurance: Translate business requirements into User Acceptance Testing criteria, execute test plans, validate system fixes, coordinate resolution of UAT/testing feedback with developers, and incorporate ADA compliance into UAT and QA.
• Lifecycle Support: Support the end-to-end SDLC from system specification preparation through final deployment and end-user training. Lead software demonstrations and training sessions; create user-facing documentation, knowledge articles, and how-to videos; and assist with policy, process, and how-to support questions.
• Backlog Management: Own and refine the product backlog. Write detailed user stories, acceptance criteria, and mappings for Java back-end services and React front-end components.
• Technical Communication: Act as a subject matter expert on system architecture, API integrations, and database design so stakeholders understand application capabilities and technical impacts.
