- About the Opportunity
- The Pennsylvania Department of Health (DOH) is seeking an experienced Business Analyst to serve as a liaison between business stakeholders and technical teams. This role will be responsible for gathering, analyzing, documenting, and validating business requirements while helping drive solutions that support critical public health initiatives.
- This position offers a hybrid work environment, requiring onsite attendance in Harrisburg at least one day per month, with additional onsite presence possible based on operational needs.
- Key Responsibilities
- Facilitate requirements gathering sessions, stakeholder interviews, workshops, and meetings.
- Analyze business processes and identify opportunities for improvement.
- Develop and document business, functional, user, and non-functional requirements.
- Create and maintain Requirements Traceability Matrices (RTMs).
- Produce workflow diagrams and process models using formal methodologies such as BPMN.
- Develop project initiation documents and detailed requirements specifications.
- Create report specifications, including report attributes, ownership, and runtime parameters.
- Collaborate with stakeholders, project managers, developers, and testing teams throughout the project lifecycle.
- Ensure requirements are clearly documented, validated, and traceable through implementation and testing.
- Prepare graphical representations of complex business processes and workflows.
- Support solution design, testing, implementation, and change management activities.
- Required Qualifications Experience
- 4+ years of experience using formal requirements gathering methodologies.
- 4+ years of experience developing business, functional, and non-functional requirements.
- 4+ years of experience developing and maintaining Requirements Traceability Matrices (RTMs).
- Experience conducting facilitated workshops and stakeholder requirement sessions.
- Experience documenting complex business processes and workflows.
- Experience creating process diagrams using BPMN or similar modeling techniques.
- Strong analytical, organizational, and documentation skills.
- Excellent written and verbal communication abilities.
