Business Analyst - Senior

About The Role

We are currently looking for an experienced Senior Business Analyst to join a major public sector initiative. The ideal candidate will have extensive experience leading business analysis activities on large-scale I&IT projects, particularly within government or public sector environments.

Key Responsibilities

• Lead business analysis activities for complex enterprise I&IT initiatives.
• Gather, analyze, document, and validate business and functional requirements through stakeholder interviews, workshops, and JAD sessions.
• Develop business cases, feasibility studies, cost-benefit analyses, and strategic recommendations.
• Create business and technical documentation including BRDs, functional specifications, user stories, use cases, wireframes, process flows, and traceability matrices.
• Conduct business process mapping, business process re-engineering, data flow modeling, sequence diagrams, and conceptual/logical data modeling.
• Collaborate with business stakeholders, architects, developers, testers, and project managers throughout the project lifecycle.
• Develop user stories and acceptance criteria while supporting Agile and DevOps delivery teams.
• Produce enterprise architecture documentation, including Checkpoint/Gating Matrix, Logical & Physical Documentation, Deployment Models, Business Architecture Approach, Data Flow Diagrams, Sequence Diagrams, and documentation for ACT & ARB approvals.
• Ensure solutions comply with security, privacy, accessibility (AODA/WCAG), and Ontario Government standards.
• Monitor project progress, resolve issues, and provide regular updates to project stakeholders.

Must-Have Qualifications

• 10+ years of experience as a Business Analyst.
• Experience working on Service-Oriented Architecture (SOA) or service-oriented design projects.
• Experience supporting multi-ministry government services or large public sector initiatives.
• Strong experience preparing analysis and recommendations related to security, privacy, accessibility, and public sector compliance.
• Experience with Zachman Framework.
• Strong experience creating User Stories, Use Cases, Wireframes, and Acceptance Test Criteria.
• Experience working in Agile and DevOps environments.
• Minimum 5 years of experience creating enterprise architecture documentation, including:
• Checkpoint/Gating Matrix
• Logical & Physical Documentation
• Logical & Physical Deployment Models
• Business Architecture Approach
• Sequence Diagrams
• Data Flow Diagrams
• ACT & ARB Approval Documentation
• Nice-to-Have Qualifications

• Knowledge of Large Language Models (LLMs) and Generative AI applications.
• Experience with CASE tools, business process modeling, and information management principles.
• Knowledge of WCAG 2.0, AODA, and accessibility standards.
• Experience with business functional modeling, business event modeling, and process mapping.
