1.0 Description of Assignment:

  • The City requires a senior Business Analyst with specialized expertise in Asset Management (AM) to support the SWMS Asset Management Solution Strategy initiative.
  • The Business Analyst will be working in a hybrid mode, which includes a combination of remote and in-person work. There will be 3 in-person days at the Metro Hall location (55 John Street, Toronto). The successful candidate will be working seven (7) hours per day, five (5) days per week based on normal working business hours.

The assignment will focus on:

  •  Assessing the current state of SWMS asset management practices, processes, information, governance, and supporting systems.
  •  Conducting an asset management maturity assessment using ISO 55000 or an equivalent recognized framework.
  •  Identifying gaps and recommending improvements based on mature asset management practices.
  •  Defining the future-state asset management capabilities, processes, governance, information practices, and operating model.
  •  Gathering and documenting enterprise-wide business, functional, integration, reporting, data, and non-functional requirements for an EAM solution.
  •  Conducting a jurisdictional and EAM market scan to identify available solutions and relevant practices adopted by comparable organizations.
  •  Evaluating viable EAM solutions against the future-state requirements and an objective decision framework.
  •  Recommending the best-fit EAM solution and developing a roadmap for future implementation.

2.0 Assignment Duties:

  • The Senior Business Analyst will perform the following duties:
  • Strategy and Current-State Assessment
  •  Assess current asset management practices, processes, information, governance, organizational responsibilities, and supporting systems.
  •  Conduct an asset management maturity assessment aligned with ISO 55000 or an equivalent recognized framework.
  •  Identify capability gaps, risks, inefficiencies, and opportunities for improvement and standardization.
  •  Recommend improvements based on mature asset management practices and organizational needs.

Future-State Design and Requirements:

  •  Define future-state asset management capabilities, processes, governance, roles, information practices, and operating model.
  •  Develop business capability maps and future-state process frameworks.
  •  Gather, analyze, prioritize, and document business, functional, data, reporting, integration, mobility, security, and non-functional requirements.
  •  Ensure requirements support the future state and distinguish genuine business needs from existing workarounds or stakeholder preferences.

Jurisdictional and EAM Market Scan:

  •  Conduct a jurisdictional scan of comparable municipalities and other relevant organizations.
  •  Research the EAM market and identify viable solutions capable of supporting SWMS requirements.
  •  Assess relevant platforms, vendor capabilities, implementation approaches, and lessons learned from comparable organizations.
  •  Document the market and jurisdictional scan findings.

EAM Solution Evaluation and Recommendation:

  •  Develop an objective evaluation framework based on approved requirements and future-state capabilities.
  •  Evaluate viable solutions against business fit, functionality, integration, configurability, scalability, implementation complexity, organizational readiness, total cost of ownership, and long-term value.
  •  Document the benefits, limitations, risks, and dependencies associated with each option.
  •  Recommend the best-fit EAM solution based on a clear and defensible evaluation.
  •  Support vendor demonstrations, procurement planning, and proposal evaluations, as required.

Asset Management Solution Strategy and Roadmap:

  •  Lead the development of the SWMS Asset Management Solution Strategy Report.
  •  Define strategic options for the future operating model and enabling technology.
  •  Develop an implementation roadmap that identifies priorities, phases, dependencies, risks, prerequisites, and organizational readiness activities.
  •  Ensure the strategy and roadmap align with recognized asset management practices and SWMS operational priorities.

Stakeholder Engagement and Advisory Services:

  •  Facilitate workshops, interviews, working sessions, and validation sessions with operational, business, technical, and management stakeholders.
  •  Provide informed advice on mature asset management practices and EAM solution capabilities.
  •  Constructively challenge current practices where improvement or standardization is required.
  •  Build stakeholder alignment and present decision-ready findings and recommendations to operational staff and senior management.

3.0 Qualifications:

It is important that the Services be undertaken by a senior Business Analyst specializing in Asset Management Strategy who can demonstrate specific knowledge of, and experience in performing similar work for projects of comparable nature, size, and scope.

Key Qualifications and Technical Capabilities:

  • 1. Education and Professional Background: A degree in Asset Management, Business Analysis, Information Systems, Engineering, Business Administration, or a related discipline is required. An equivalent combination of education, certification, and relevant experience may be considered.
  • 2. Senior Business Analysis and Asset Management Experience: A minimum of seven (7) years of progressively responsible Business Analysis experience is required, including substantial experience with asset management transformation, infrastructure management, or EAM implementation initiatives.
  • 3. Asset Management Practices and Lifecycle Knowledge: Demonstrated expertise in mature asset management practices across the asset lifecycle is required. The candidate must understand how asset planning, acquisition, operation, maintenance, renewal, and disposal support service delivery, risk management, financial sustainability, and organizational value.
  • 4. Asset Management Maturity and Improvement: Demonstrated experience conducting asset management maturity assessments and developing practical improvement recommendations, strategies, governance frameworks, and implementation roadmaps is required. Strong knowledge of ISO 55000 or an equivalent recognized framework is required.
  • 5. Current-State Assessment and Future-State Design: Demonstrated experience assessing asset management processes, systems, data, governance, responsibilities, and decision-making practices is required.
  • The candidate must be able to identify gaps and define practical future-state processes and operating models based on mature asset management practices.
  • 6. Asset Management Requirements and Business Analysis: Demonstrated experience eliciting, analyzing, prioritizing, and documenting enterprisewide asset management requirements is required. The candidate must be able to distinguish between current practices, stakeholder preferences, business needs, and opportunities for improvement.
  • 7. EAM Solution and Integration Expertise: Demonstrated experience with EAM platforms such as IBM Maximo, SAP EAM, Oracle, Infor EAM, Cityworks, or comparable solutions is required. The candidate must understand their capabilities and integration with financial, procurement, GIS, document management, field mobility, and other enterprise systems.
  • 8. EAM Market Scan, Evaluation, and Recommendation: Demonstrated experience conducting jurisdictional and market scans, evaluating EAM solutions, and recommending a best-fit platform is required. The assessment must consider requirements, future-state processes, integration, scalability, implementation complexity, organizational readiness, total cost of ownership, and long-term value. Experience supporting procurement and vendor evaluations is preferred.
  • 9. Organizational Experience, Communication, and Deliverables: Experience delivering comparable assignments within public-sector or other large, infrastructure-intensive organizations is required, with municipal
  • experience preferred. The candidate must be able to lead workshops and interviews, advise operational and senior stakeholders, and produce decision-ready assessments, process models, requirements, evaluation frameworks, roadmaps, business cases, and recommendation reports.
  • Proficiency with standard Business Analysis tools and Microsoft 365, including Visio, is required.

4.0 Deliverables:

  • The Business Analyst will produce the following deliverables:
  •  Current-state assessment report
  •  Asset Management maturity assessment (ISO-aligned)
  •  Gap analysis against industry best practices
  •  Future-state:
  • o Business processes
  • o Capability model
  •  Asset Management (AM) Solution Strategy Report, including:
  • o Current state summary and findings
  • o Gap analysis and key issues
  • o Target operating model and capabilities
  • o EAM solution options and analysis
  • o Evaluation criteria and decision framework
  • o Recommended solution approach
  • o Implementation roadmap and next steps
  •  Business requirements for EAM solution
  •  Solution evaluation criteria and scoring model
  •  Stakeholder engagement outputs (workshops, minutes/summaries)
