About The Role

We are seeking an experienced Business Analyst II to support a large-scale Integrated Eligibility System (IES) initiative. This role requires a professional with a strong understanding of business rules, stakeholder engagement, business process analysis, and technical solution planning within Health and Human Services environments. The successful candidate will work closely with business stakeholders, subject matter experts, architects, developers, and project teams to gather requirements, document business processes, validate system functionality, and support the successful delivery of modernization initiatives. This position offers significant telecommuting flexibility, with approved consultants able to work remotely for more than 50% of their scheduled hours, and the possibility of full-time remote work. Candidates must attend monthly in-person meetings in Albany, NY, and be available for major project milestones as required.

Qualifications

  • 4–7 years of professional experience as a Business Analyst
  • 4–7 years of client-focused business analysis and requirements gathering experience
  • Experience working collaboratively as part of a Business Analyst team
  • Experience facilitating requirements gathering sessions with business stakeholders
  • Experience analyzing, documenting, and validating business and system requirements
  • Experience supporting Continuous Integration and Continuous Deployment (CI/CD) initiatives
  • Experience evaluating business needs and recommending appropriate technology solutions
  • Minimum 2 years supporting an Integrated Eligibility System (IES)
  • Experience working within Health and Human Services environments
  • Experience supporting Child Support program workstreams
  • Strong knowledge of Human Services and Child Support programs (preferred)
  • Experience documenting and validating system requirements across multiple government agencies (preferred)
  • Experience supporting legacy system modernization initiatives (preferred)
  • Proficiency in business process analysis and optimization (preferred)
  • Experience developing process flows, user stories, wireframes, and functional specifications (preferred)
  • Familiarity with enterprise requirements management tools such as Blueprint (preferred)
  • Experience working within Agile development environments (preferred)

Responsibilities

  • Collaborate with business stakeholders, subject matter experts, and technical teams to gather and analyze business requirements
  • Conduct requirements elicitation sessions, workshops, interviews, and stakeholder meetings
  • Document, analyze, and validate functional and system requirements
  • Translate business needs into detailed functional specifications and user stories
  • Perform business process analysis, documenting current ("As-Is") and future ("To-Be") workflows
  • Support continuous integration and deployment initiatives by identifying and documenting system requirements
  • Assist in identifying opportunities for business process improvements and recommend technology solutions aligned with business objectives
  • Produce high-quality project documentation including Business Requirements Documents (BRDs), functional requirements, process flows, user stories, wireframes, business rules, and specifications
  • Collaborate with technical teams to ensure solutions meet documented requirements
  • Participate in requirements validation, testing support, and defect resolution activities
  • Support project planning, stakeholder communication, and change management efforts
  • Perform additional duties as assigned to support project success
