About The Role

The IS Business Analyst Principal (HRIS Analyst) position is a senior-level role within the Human Resources department, specifically supporting the County Operations service team. This role is pivotal in managing and optimizing the county’s Human Resources Information Systems (HRIS), including enterprise platforms such as Workday, PeopleSoft, UKG WFM Pro, Cornerstone Learning Management System, and NeoGov modules. The incumbent will act as a technical and functional expert, leading complex HR technology projects, system integrations, security configurations, and reporting functions. They will also support legacy systems during transition periods and ensure seamless operation across multiple HRIS platforms. The role requires a strategic thinker capable of managing the full system lifecycle, collaborating with cross-departmental stakeholders, and delivering scalable solutions that align with organizational goals. The position offers flexible and hybrid work arrangements, emphasizing a balanced approach to in-office and remote work, with a focus on maintaining operational excellence and continuous improvement.

Qualifications

  • Bachelor’s degree in Information Technology, Business Administration, Computer Science, or a related field
  • Minimum of seven years of experience as a functional analyst, business analyst, or system analyst in an IT environment
  • Extensive experience supporting enterprise HRIS platforms, including Workday, PeopleSoft, UKG WFM Pro, Cornerstone LMS, and NeoGov modules
  • Proven ability to lead complex projects through the full system development lifecycle
  • Strong knowledge of system security, integrations, reporting, configuration, testing, and production support
  • Excellent analytical, problem-solving, and communication skills
  • Experience working with cross-functional teams and managing vendor relationships
  • Ability to develop strategic plans and translate business needs into technical solutions
  • Relevant certifications in HRIS systems or project management are preferred

Responsibilities

  • Lead and coordinate complex analysis of business processes, technology solutions, and systems infrastructure within HRIS platforms
  • Manage the full lifecycle of HRIS projects, including needs analysis, feasibility assessment, system design, implementation, testing, and post-implementation review
  • Configure and maintain HRIS systems, ensuring security, data integrity, and system performance
  • Develop and generate reports to support decision-making and operational efficiency
  • Support legacy systems such as PeopleSoft during transition phases and ongoing operational needs
  • Lead business process/workflow analysis, identify gaps, and recommend improvements through technology solutions
  • Collaborate with stakeholders across departments to understand requirements and deliver tailored HRIS solutions
  • Coordinate with vendors, manage contracts, and resolve system issues proactively
  • Mentor and guide less experienced analysts, fostering professional development within the team
  • Prepare and present strategic plans, reports, and recommendations to senior management
  • Ensure compliance with organizational policies, security standards, and best practices in HRIS management
