• This role sits inside that MPBI work. You'll join a team actively modernizing how USACE tracks and reports on military programs data, not maintaining a legacy system on autopilot.

• About the Role
• You'll join the core team on USACE's Military Programs Business Intelligence (MPBI) Data Analytics contract, Clearvoyant's largest and longest-running MPBI workstream. This is a hands-on Business Analyst role, not a hybrid PM position. MPBI Data Analytics runs with a dedicated, fully staffed Program Manager, so your job is to go deep on the analytics and reporting work itself, not to backstop program management.
• Your time splits across three things. First, supporting the Power BI dashboards, reports, and dataflows USACE leadership uses to make program decisions, building and maintaining them hands on. Second, migrating the program's remaining legacy Crystal Reports library, roughly 150 reports over the period of performance, into their Power BI Paginated Report equivalents, matching data sources, parameters, and formatting exactly and testing each one before it ships. Third, closing a real documentation gap: user manuals, training materials, and system architecture documentation for the MPBI Website, Data Analytics products, and the Current Working Estimate module.
• You'll act as the bridge between USACE stakeholders and Clearvoyant's developers: gathering and documenting requirements, running UAT, and keeping the Program Manager informed on task status. Program-level reporting and resource decisions stay with the Program Manager.
• Location: Remote, anywhere within the contiguous United States (CONUS). No relocation required.
• Compensation
• Base salary: $85,000 to $110,000, depending on experience, certifications, and location.
• Clearance Requirements
• • Selected candidates must be able to obtain and maintain network access to government systems, which requires a successfully adjudicated background investigation (Tier 1 investigation minimum).
• • US citizenship required.

Responsibilities

• • Respond to and resolve help desk tickets, including bug fixes and minor enhancements, and provide guidance on existing products, meeting SLA response and resolution targets.
• • Gather, document, and validate business requirements from USACE stakeholders and translate them into clear specifications for the development team.
• • Plan and execute User Acceptance Testing (UAT) to confirm delivered dashboards, reports, and paginated reports meet the government-approved Definition of Done.
• • Create and maintain user manuals, training materials, and system architecture documentation for the MPBI Website, Data Analytics products, and CWE module. Study existing product documentation to identify gaps ahead of each update.
• • Assist the Program Manager with task tracking and status updates, and escalate issues requiring further clarification or government intervention to the contract PM.
• • Serve as Scrum Master and servant leader for one or multiple agile development teams
• • Support the development, maintenance, and enhancement of Power BI dashboards, reports, dataflows, and datasets for MPBI analytics products.
• • Build and migrate Crystal Reports to Power BI Paginated Reports, replicating data sources, parameters, and formatting, and validating each report through testing before deployment.

• Minimum Qualifications
• • Bachelor's degree in Business Administration, Information Systems, or a related field.
• • 3+ years of relevant Business Analyst experience.
• • Hands-on experience building and maintaining Power BI dashboards, reports, and dataflows.
• • Hands-on experience building Power BI Paginated Reports, or migrating reports from another platform (Crystal Reports, SSRS, Web Intelligence) into Paginated Reports.
• • Experience gathering and documenting business requirements in a professional services or federal environment.
• • Familiarity with UAT methodologies and data mapping or gap analysis techniques.

• Preferred Qualifications
• • Certification in Business Analysis (e.g., CBAP, CCBA) or related credentials.
• • Direct experience migrating Crystal Reports or Web Intelligence content to Power BI.
• • Experience with Microsoft Azure Data Factory.
• • Familiarity with Agile delivery and Azure DevOps.
• • Experience supporting federal clients, especially DoD or USACE business systems.
• • PMP or CAPM or related credential
