Full Job Description

The organization is undertaking a comprehensive, multi-year modernization initiative to replace aging legacy systems including full retirement of the ALICE platform and transition to a unified, cloud-native environment. This effort centers on building MyPAS 3.0, a modern Azure-hosted pension administration system that integrates seamlessly with MyTRS member portal and MyERS employer portal.

The organization serves a large and diverse membership of over 210,000 employees and retirees across more than 600 school districts, career tech centers, colleges, and universities, making it the largest of Oklahoma s six state pension systems.

The modernization responds to longstanding challenges such as fragmented workflows, manual processes, limited scalability, and stability issues in legacy technologies. The initiative introduces a modern stack Angular, REST APIs, Azure SQL Managed Instances, Azure Function Apps, Power BI, and a document management and process automation solution (pending platform evaluation and alternatives) to support scalable, secure, and efficient operations.

Current State

• Legacy systems moved from on-premises hosting to Azure cloud migration in May 2024.
• MyTRS member portal modernized in July 2025.
• All IS resources support legacy systems while simultaneously building modernized ones.
• Project charter and Software Development Life Cycle established and in practice.
• Environment and foundation for modern applications defined and nearing completion.

Requirements Process Analysis and Documentation

• Engage with business units to understand operational workflows, pain points, and improvement opportunities.
• Interface with technical resources, such as Development or IT staff, to understand and translate technical requirements.
• Document current-state processes using clear, structured methods such as process maps, swimlane diagrams, and workflow charts.
• Facilitate discussions to define future-state processes aligned with organizational goals.

Requirements Gathering and User Story Development

• Translate business needs into detailed functional requirements, acceptance criteria, and Azure DevOps work items/user stories.
• Ensure requirements are complete, consistent, testable, and aligned with business priorities.
• Collaborate with product owners, developers, and stakeholders to refine and validate requirements.

Testing and Quality Assurance

• Develop test plans, test scripts, and step-by-step testing instructions for functional and user acceptance testing.
• Execute functional testing of user stories in Development and Test environments to validate solution accuracy and readiness.
• Document defects, track resolution progress, and verify fixes.
• Coordinate, support, or lead user acceptance testing (UAT) sessions with business stakeholders.

Stakeholder Collaboration and Communication

• Serve as a liaison between business units and technical teams to ensure shared understanding and alignment.
• Communicate project updates, risks, and issues clearly and proactively.
• Support change management activities by contributing to training materials, documentation, and user guidance.
